If the user needs to find something, forcing the user to complete the scroll to be able to get to their destination adds time to task. It's bad practice to stop the experience by forcing a user to scroll horizontally to see a nonessential content before they can continue.
I use scrollytelling briefly in my About page, I know. But it doesn't stop the experience. It's more so like an aerial advertising plane with a banner flew by quickly.
